Mission and Objectives

The primary mission of the Pakistan Maritime Security Agency is to assert and enforce national jurisdiction and sovereignty in maritime zones, safeguarding Pakistan’s maritime interests. This encompasses regulating maritime activities, combating human trafficking, smuggling, and facilitating deep-sea search and rescue operations. The PMSA’s mandate has expanded since 2014 to include providing maritime protection to the China-Pakistan Economic Corridor (CPEC).

Leadership and Structure

The PMSA is led by a Director-General, usually a Rear Admiral in the Pakistan Navy, appointed through external billets approved by the Navy. Rear Admiral Imtiaz Ali currently serves as the Director-General. The agency operates with Navy-managed command-level leadership and personnel.

Historical Evolution

Before the establishment of the PMSA, the Ministry of Defence (MoD) had established the Pakistan Coast Guard in 1971, under the command of the Pakistan Army. However, the Coast Guard lacked capabilities for deep-sea operations and maritime law enforcement. The PMSA was thus created to fill this void and protect Pakistan’s maritime interests effectively.

The PMSA’s roles encompass maritime homeland security, national and international maritime law enforcement, search and rescue operations, marine environmental protection, and maintenance of navigation aids.
