The Civil Armed Forces (CAF) of Pakistan are a collection of nine paramilitary organizations distinct from the regular Pakistan Armed Forces. Some units of the CAF trace their origins back to the colonial era, initially raised on the empire’s frontiers. Expansion and Modernization

Presently, the CAF is undergoing significant expansion, with 57 additional ‘wings’ approved for raising in 2015–16. This expansion aims to address the challenging internal and border security environment, as well as to provide security for the China-Pakistan Economic Corridor (CPEC). A new 2-star command, the Special Security Division, was established in September 2016 to coordinate these efforts.

Command Structure and Operational Control

The CAF operates under the Ministry of Defence and the Ministry of Interior. While financing for the CAF is allocated from the Ministry of Interior’s budget, administrative support is also provided by the same ministry. However, except for the Frontier Constabulary, the CAF is commanded by officers seconded from the Pakistan Army. They operate under the operational control of army corps headquarters, not only during wartime but also whenever Article 245 of the Pakistani Constitution is invoked to provide ‘military aid to civil power’. This has been the case in Karachi since 2015 and in Punjab since February 2017.
